Charlie Chop-Off: A Haunting Story of an Uncaught Kid Killer In 1972 and 1973, panic gripped Black and Puerto Rican families in New York City as young boys' bodies began turning up hideously mutilated and often missing their penises. The press started calling the killer "Charlie Chop-Off" due to his habit of going after his victims' genitals. Two of the four boys killed had been stabbed precisely 38 times in what authorities at the time believed was a "religious" or "ritualistic" fashion, but the NYPD appeared powerless to stop the killer, leading to protests and wild rumors.
